With a NEET score of 400 and rank around 2.1 lakh, it is very difficult to get Govt. Dental College (CDC) Ludhiana , as it usually needs a higher score, especially for general category.
But you can get admission in some private BDS colleges in Haryana or Punjab . Here are some good options :

As per your rank of 21,000 in AP EAMCET, you can get decent colleges like JNTUK, SRKR College, ANTIS etc. Keep in mind that CSE is a competitive branch and you may need to wait till at least 2nd round of seat allocation to get a seat.

Considering the previous year trends where the cut off for B.Tech ECE in 2023 was closed at 44,300 and in year 2024, it was closed at 42,100. The Central University of Rajasthan (CURAJ) offers a 4 year B.Sc. (Hons) in Cardiology, and based on data from academic year 2024, the approximate CUET UG cutoff score range for this course was 84-504 for General category applicants (expected around 84-504 again in 2025), 72-434 for OBC, and 65-410 for EWS categories.
