You can give CUET-UG after your 12th grade and look for admission criteria of different colleges and select the one that suits you the most.

With JENPAS UG rank 7243, getting a government BSc Nursing seat is very unlikely, because govt nursing colleges usually close around 1,000–4,000 rank.

You should keep private colleges as your main option.
