Well Yes, you do have some chance to get government mmbs seat in punjab with 367 marks with SC category but you might be on borderline side your chance depends on cut off marks this year under defense quota you may not get in 1st round of counselling but there is fair possibility for last round or mop up round

It is unlikely to get a new admission in November, as November is usually in the middle of the first semester or the beginning of the second, and also, colleges have strict attendance requirements, so it would be difficult to catch up with that and all the missed coursework.
Also, you cannot simply switch the courses; you would need to formally cancel your admission at your current college. You should wait for the next academic year to change your course and have to freshly apply for the course you are opting for.
