Yes you are eligible to participate in phase 3 of NEET MBBS counselling in Andra Pradesh,even if you were alloted a seat earlier.
If you joined and reeported to the previous seat, you can still attend phase 3 to upgrade .If you didnt report, you are still allowed to participate ,but you wont get the same seat again.

The eligibility rules are clear that you must have already obtained your three-year engineering diploma before applying . Diploma students in their final year or awaiting results cannot fill the form .
So unless you’ve completed your diploma and have the certificate in hand, you cannot apply this year. You’ll need to wait until your pass out year and only apply once you’ve officially graduated.
