To qualify for NDA , you must either be appearing or have  passed 12th grade in any board . Since your brother hasn't passed, he has to write NDA only after clearing his physics paper . There is still hope , don't you worry about it at all. Just focus on the exam.

The age limits for CDS are 19–24 years for IMA and INA, 19–24 years for AFA, and 19–25 years for OTA. One with graduation degree or if anyone is appearing for final semester of graduation is only applicable for CDS II 2024 and CDS 1 2025 .

As long as they have no outstanding backlogs from the previous semester for which results have been announced at the time of application, CDS candidates who are in their final year or semester are eligible to apply for the test.
