Dear Smriti, if you are in your 2nd year, then unfortunately you cannot appear for CAT. This is for 2 reasons. One being the validity of CAT score is 1 year which means by the time you complete your 3rd year, your CAT score validity will expire and secondly CAT requires Bachelor's degree as the highest qualification. If you are still in your 2nd year of graduation, your highest qualification will still remain 10+2. You may have to wait until next year to appear for CAT.

I would like to inform you that dates for spot counselling has not been announced yet but according to the recent trends, spot counselling in WBJEE JELET will probably be around the mid of October 2019. Hope this helps. Thankyou.
Students from NIOS too are eligible to apply for NEET, provided they fulfill the following Eligibility Criteria
Having passed 10+2 from a recognized board with Physics, Chemistry, Biology/Biotechnology. Those with Biology as an additional subject in Class 12 are also eligible. Even, appearing ones in 12th Standard can apply.
Candidates must have scored minimum marks as mentioned below in each subject and in aggregate.
There's no upper age limit for NEET, this means there's no restriction in terms of appearing for exam as well.
Candidates who have completed Class 11 and Class 12 from open school are also eligible.
