the domicile certificate is not for all students ,the students who are from other states and studied in ap

the students who belong to andhra pradesh and have studied in ap for six years ,they are consider as local students  they have advantages during counseelling

The domicile certificate is for the students who belong to Andra Pradesh/Telangana and have studied in a educational institute of AP/Telangana for four or more consecutive years, as they are considered as local students and have their own advantanges during the time of counselling. For the students not belonging to AP they're considered as Non-Locals. 

No it is not compulsory for you to be a local student to apply for Eamcet.
