Hello,
Yes you can join B.tech in Aeronautical Engineering after you complete your Diploma. You will have to apply for the admission and once you are selected, you will get direct admission to the second year of B.tech aeronautical engineering.
Also, there are handfull of engineering colleges in India which offer lateral entry for B.tech Aeronautical Engineering. Some of them are
  • LPU, Chandigarh
  • Amity University, Noida
  • MIT Manipal
  • Anna University, Tamil Nadu
  • Hindustan Institute of Technology and SScienc, Chennai
Aeronautical engineers use their technical knowledge in designing, constructing, maintaining and testing the aircraft and related systems.

Also, please note that the cutoff marks are different for different colleges for lateral entry. In most cases, you need to have score of more than 90% in your last two semesters of your Diploma to have a better chance of getting a seat in B.tech lateral entry.
Hope it helps
