As per my knowledge It is not possible. After completing 1st year B. Sc CS  in any college you can’t transfer into 2nd year in any other college. But as you know every college has different rule so if both the colleges are affiliated with the same university then there is a chance they might accept your candidature. For the detailed information you can ask to the concern authority. According to the new education Policy 2020 this can be possible but the policy will be implemented in 2022.
