Hello my friend.!
If there is a chance for certificate verification again in the second counselling, yes, you can submit your ews certificate there. It would increase your chances for seat allotment. A rank of 43k is eligible for BVRI College I think so. But as it is second counselling chance may be little less. Don't worry, keep hope in yourself.
