Hi,

According to latest rules and regulations set by MCI, if you are allotted any college in 2nd round of counselling you cannot vacate the sit, which indirectly means if you are alloted a seat in all India quota , you cannot participate in your state counselling.

You can go to official website of MCI and refer the faq section , which will help you better.

I hope it helped.

All the best.
