If you will not be allowed any seat in the second round then you will get your security money refunded after some days from mcc and for that you will definitely have to do some  application submission to them. 

And there is mop up round for central /deemed / esic colleges. Students who wants to participate in the mop up round have to do the registration or choice filling once again.
