HI Aspirant,

This is a very common problem regarding the server issues and the acceptances of the cards.So try the payment of the fees from some other debit cards or by some other means in which you have not made the payments.There is often a underlying problem between the rupay and visa card and often try exchanging the methods of payments from the alternatives.
