Firstly congratulations for your NEET-2021 AIR.See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . So , from the above data with an AIR of about13.5k and being a general category candidate,getting a government medical college in Mumbai seem to be a bit difficult for you eventhough there are a lot other government colleges in Maharashtra that you'll get easily based on your AIR . I'll advice you to undergo the Counselling process properly till the last round and do choice filling really carefully ,placing the colleges you prefer the most at the very beginning.
