Hello dear student!
TOEFL is a language proficiency test which is given by the students who want to study abroad and aspire to gain global exposure. There are no specific eligibility criteria for the TOEFL exam prescribed by the ETS (the body that conducts the TOEFL test ) . Majorly, it is given to get admission in universities, colleges or educational institutions of English speaking countries. Those who have passed out high school or equivalent can  give this exam. Apart from this, candidates should hold a valid passport to present as proof of identity at the time of the exam.
Many of the institutions have their own TOEFL eligibility criteria 2020, so, it is suggested that candidates should check the eligibility criteria for the TOEFL exam for individual colleges or universities.
