Yes, You are eligible to pursue btech from this college after completing my diploma course. But you will get admission  in second year and that too not in all the colleges. Your college option will be only to limited colleges where lateral entry seats are available. You are eligible to pursue only similar courses you have opt in diploma for example if you have studied computer science in diploma then you are only eligible for B.tech in Computer Science/IT.
