Dear Vidya, to be honest with 398, a seat in All India Counselling is difficult. Now coming to State Quota in 2018 under SC Category, 246 marks secured a seat in PSG Institute of Medical Sciences under Government Quota. Going by previous cut offs, you have a decent chamce at:

Madras Medical College

Stanley Medical College

Christian Medical College

Madurai Medical College

Kilpauk Medical College among others. Now this is 2018 data. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam.
