As you have mentioned that your neet score is 398 marks and you have a Karnataka sc domicile.. So, you have fair chances to get a government medical college under 85% state quota seats.
According to previous year's cutoff you may get the colleges listed below :

Hello dear student, the cut offs are high and marks that you have secured Rae not sufficient to fetch a government MBBS seat for you. While you can try for the government dental college. There is a chance that you might get a seat under 85% state quota. Rest I am attaching a link with you. Dear Vidya, to be honest with 398, a seat in All India Counselling is difficult. Now coming to State Quota in 2018 under SC Category, 246 marks secured a seat in PSG Institute of Medical Sciences under Government Quota. Going by previous cut offs, you have a decent chamce at:
Madras Medical College
Stanley Medical College
Christian Medical College
Madurai Medical College
Kilpauk Medical College among others. Now this is 2018 data. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam. This year it has been speculated that the cut offs for Government Medical Colleges will be increased by 25 marks.
