Hands down VIT will be a better option for Computer science engineering because placement in BIT is very good.Lot of bug companies visit the campus.As far as ragging is concerned then see you will find a little but of ragging is every college and moreover its not ragging but it can be called as teasing which generally doest last more than month you must definitely not worry about these things.
