Sorry but Domicile Certificate has no role to play in the Counselling through AIQ Seats.
AIQ seats are filled up through Central and hence students all over the India participate in the Counselling process thus it's pretty useless to show your domicile certificate in such cases as your stature at a state won't be of any help be it for any college all over the India.
The 15% AIQ Seats doesn't incorporate Domicile Certificate as it's vital document.
