No, there is no provision for Managament Quota seats in any of the BITS colleges. They have purely merit based admission system.

You have to appear for BITSAT and perform exceptionally well to get into BITS colleges. There is no other alternative.

However, BITS does have a Dubai Campus where absolutely anyone can get in.  I cannot vouch for that.
