Are there some exception states who consider students from a different state for admission to government medical colleges through state counselling but without having that state's domicile certificate?

Hey there!

Based on the data available it's safe to say that you are not eligible for state quota if you don't have a domicile. Different states have different eligibility criteria for domicile. Some states require you to stay in the same state consecutively for 10 years whereas some states just need you to pass your 10th and 12th from that state.
