No, you cannot appear in fourth year of BA-LLB, the reason being BA-LLB is for a duration of five years, as per the eligibility criteria laid out by UPSC, candidates need to pass graduation in any discipline from a recognized university , there is no specific aggregate required in this case, candidates can also appear in the final year of graduation on provisional basis, hence you can appear in the final year of BA-LLB that is fifth year, but you have to make sure that you are able to show the proof of the qualifying examination within the stipulated time period as mentioned by concerned authority regarding this. UPSC exam is conducted in three phases mainly preliminary, mains and interview.
