Yes,you are eligible to pursue Bachelor of Computer Applications(BCA) in the University of Delhi.
The basic eligibility criteria is to pass 12th from any recognised board with minimum 60 percent. You must have studied Mathematics in 12th as a compulsory subject.
You need to appear for DU JAT(Joint Admission Test) conducted by the University of Delhi. It is only after qualifying this entrance test that you will get the admission in Delhi University for BCA.

With  a percentage of 78.25% in 12th boards you cannot get admission in DU college. For admission in DU college you need to have 85-92% and above. Since you have scored below 80% you cannot get admission through your 12th board marks. You can try writing their entrance exam which is held every year. If none of them works you can try through management or vacany quota.

here only age can be the deciding (if you clear the cutoff).
