Yes, BIPC ( Biology, Physics, Chemistry) students is eligible for MOEF exams. The MOEF exam is a written exam and interview process conducted by the Ministry of Environment, Forest and Climate Change (MoEFCC) for recruitment. The exam is conducted in English. You can definitely appear to MOEF exam with PCB subjects in 10+2.
