B.Sc. Computer Science is 3 years of Graduation course while BTech is 4 years of Graduation course after which you will get Engineer's Degree. BSc CS will teach you about computer application but wont focus much on coding. on the other hand if you choose engineering you learn things in bit more detail. 

talking about the scope both are good, if you are strong with your basis the opportunities you get will be some what in the similar range.
