Dear Simrat, if you hold the domicile of Rajasthan and Punjab and you can submit the proofs of your domicile when required, you can apply for both State Counsellings. And when you apply for All India Quota, you cannot avail the 15% quoya seats of either Rajasthan or Punjab because you are already claiming their State Counselling quota of 85%.
