Yes the students are definitely allowed for the exam but if you want to take admission in the IIT, NIT AND IIIT s you must have passed your 12th with minimum of 75% marks( in non -medical stream) or be in top 20 percentile of your boards exam results.
And if you didnot have 12th class results then you are not eligible to take admission , although your marks and rank will be declared and you can take admission in those colleges which consider jee score and have their own eligibility.

Yes, a diploma students are eligible to get into IITs by giving and clearing JEE Mains and JEE Advanced Examination. But, you will get admission in IITs in 1st year B.Tech only, you can't take admission in 2nd or 3rd year by Lateral Enrty.

Yes an diploma student is eligible for IIT colleges. The only requirement is that you should have done your 10 + 2 Level before diploma with physics chemistry mathematics. Then you should apply for JEE men and then followed by JEE advanced examination. Hope this will help you
