Yes you can give WB JEE but you will be considered as general category because Candidates should have been a resident of West Bengal for 10 consecutive years as on December 31, 2019 to have domicile eligibility. Please click the below link to know more about WB JEE eligibility criteria.

Candidates from outside the state will also be able to appear for WBJEE 2020.However, for admissions into the Government Engineering/Technology state colleges as well as reserved seats, the candidates are required to meet the domicile eligibility criteria of WBJEE 2020.
