No he/she cannot apply for JEE Mains in 2019 because JEE Mains goves yiu the option to apply only 3 times i.e. the year of passing intermediate, one year aftr it and 2 uear after it. It doesnot matter you apply or not it is always counted as an attempt for any year. So even if you have not applied in 2016,17,18 than also you are ineligible to apply JEE Mains next year.
