Can anyone forfeit state allotted seat over AIQ? If a seat is selected in the first round of State [TamilNadu] and accepted, Am I eligible

Hi there,
According to the changed rules and regulations, one is automatically barred from the State or All India seats if they are selected or accepted for any one of them from the other. So if you have achieved a seat in State counselling, you can't leave the seat vacant to go for a AIQ seat because the seat allotted to you goes waste as the college representatives can not allot it to anyone else.
