.
Yes, you are eligible for IAS examination. Open/ regular school is not a big deal while coming to Eligiblity criteria. Here is the Eligiblity criteria have a look,

Candidate must be Indian
Must have bachelor's degree from any stream
bachelor's degree Should be from recognised board
age must be minimum of 21 years and maximum 32
Relaxations will be given according to caste
Attempts for examination is 6 and attempt limitations exceed considering your category
