IES exam is for graduates of  Civil, Mechanical, Electrical and Electronics & Telecommunications . And you are from ECE , so you are eligible for IES exam  without any doubt .  Also to be eligible candidates  must be at least  of 21 years while upper age limit is 30 years. Union Public Service Commission (UPSC) has released the notification of Engineering Service Examination (ESE) on September 25, 2019.
