Yes you have full right to apply for All India Quota and State wise quota for NEET admission for medical colleges for same state. The only thing is you have to have domicile of that state.

If you are having a good rank then you can apply for all India quota, but you have to prioritise your options based on the college you want to join, so that there will be a lot of scope that you may get a seat in your state as you wanted. If not you may opt for the state counseling and get the seat in the college you wanna join by prioritising the options.
