Yes. You can surely appear for Civil Services exams if you have completed your BA LLB.

The minimum criteria to appear for civil services examinations is,

1. The candidate should be Indian for IAS and IPS services and in addition to Indian, the candidate can be of Bhutan or Nepal for other services.

2. The candidate should have a degree in any of the streams which he/she should have completed from a Central, State, Deemed or Open University, recognized by the Government of India.

3. The age of candidate should be in the range of 21- 32 years for General Category students.

And yes, it will be beneficial if you  appear for Civil Services. Because qualifying the exam and earning the post is really a very appreciable and respectable thing.
