Yes, after your mtech in water resource engineering , you are eligible for UGC NET

UGC NET eligibility criteria  is given below :-

---------) You need at least  55% marks in your master or equivalent degree ( 50 % marks for

OBC/ST/SC/PWD/Transgender).

---------) Those who  are currently in the final year of their Master's degree are also provisionally eligible for UGC NET 2021 provided that they must fulfil above educational requirements  within two years.

While applying for UGC NET you need to select the test for the subject which have studied in your post-graduation. In case if your post graduation  subject  is not given in the list , then you  can choose the relevant subject from the list as per your preference . Water resource engineering is not there, so you can choose any relevant subject based on your interest from the available subjects list.
