Yes, you are eligible to apply for JEE MAINS but If you clear the exam you cannot enter in 2nd year of B.Tech you will be treated in parallel with 12th passed students. As you treat parallel to 12th passed student you are eligible to enter into 1st year of B.tech. Else you can give entrance exam of any university and enter into 2nd year of B.tech as lateral entry.

you will not be able to take admissions in the NITs, CFTIs or the IIITs as diploma candidates are not eligible for these admissions. But you can apply for the jee mains after completion of the final year but you did not get any benefits in NIT to go to 2nd year ,you want to start studying from 1st year onwards.

Yes, yiu can appear in JEE mains.Diploma holders can also apply for jee but you can only attempt the exam for the purpose of qualifying to appear for JEE Advanced. You will not be able to take admissions in the NITs, CFTIs or the IIITs as diploma candidates are not eligible for these admissions. Of you will qualify jee mains then you can appear in advance and if you can score well then you will get into IITs.

You have to complete diploma from the AICTE or a state board of technical education (minimum 3 years) than you are eligible for appearing in JEE exam(if you fulfill other eligibility criteria also).

Therefore, you have to complete your diploma first.

But you will be eligible for having admission in IITs only (not NITs,IIITs and CFTIs).
