can i apply for josaa counselling without qualifying jee mains. i want get admission in government colleges in maharashtra

it's necessary for you to appear in jee mains and earn a rank in the exam for you to be able to apply for josaa councelling. There is no need for you to cross the jee mains cutoff to be eligible for application.
But make sure you have got the minimum marks in 10+2 examinations as prescribed by the college you want to get admission in.
