Can outside Maharashtra students take part in cap counselling through jee mains rank for admission in "GOVERNMENT ENGINEERING" colleges of Maharashtra?

Yes an outside Maharashtra Student can take part in Cap round counsellings on the basis of Jee score , although only 15% seats are alloted to outside Maharashtra Student (OMS category), so i think it will be difficult for you to get into COEP or any other Government college because the competition for these colleges are very high, below is a list of some important colleges of Pune-

Since you are outside domicile then you need to have a good rank because about more than 50% seats are reseverd for maharashtra domicile students.
