Yes you can apply for the counselling for mbbs through mobile phone but using a desktop/laptop is recommended for easy navigation.

But in case you can only use mobile try using the chrome browser and once you open the site,you can check mark on desktop site option.It will show you how the desktop site looks in your phone.
