As per mentioned by NTA's rules for NEET UG 2019 ,you are mentioned to carry the same photograph which you uploaded in the website while registering yourself and as of your question ,whether you can attach a photo with blue colored background or not ,if you have registered yourself with blue background photo and registration was successful then there would be no problem of taking it along with admit card .Hope this information is helpful and good luck.
