Can i change my college ?in second year

Hello,
You can change your college but you have to pay full fees for all the 4 years in order to get back the transfer certificate of class 12th.
I don't think that it would be a wise decision.If your college is not good in any terms then you can try that.

But as per the VTU rule no fees should b taken by colleges except fee allerted by the VTU .
