No, You can not pursue M.D (Doctor of Medicine ) after MSc in Cardiac Technology as the eligibility criteria for MD is that you have a MBBS/BAMS  degree from a government recognized Medical college. As you have done  none of these course you are not eligible for MD.

You also need at least one year internship to be eligible for MD.
