No, according to me you cannot do PHD in English because you Haven't done MA in English. You haven't had the subject during your graduation so it's not possible for you. You can do PHD in Computer Science because that's your field. If you are really interested in studying English then you should consider doing some diploma course.
But, I personally suggest stick to your field.
