Following are the current criteria to get free seat and fee reduction terms for the academic year 2019,

• For Toppers of each State Board and Central Board- 100% Tuition fee waiver for all the four years.
• For VITEEE rank holders of 1 to 50- 75% Tuition fee waiver for all the four years.
• For VITEEE rank holders of 51 to 100- 50% Tuition fee waiver for all the four years.
• For VITEEE rank holders of 101 to 1000- 25% Tuition fee waiver for all the four years.

Also, you can't get a free seat with your 964 marks in intermediate as you aren't topper of the your either ap/ts state board.

but right now, for this academic year VITEEE has beeen cancelled and admissions are taken only under the consideration of class12 / JEE score whichever is available. Last date for the application is July 31, 2020.
