It's very hard to predict or to say with guarantee that you will be able to get a government medical college seat in this particular marks or not because the competition is getting high rapidly and cut offfs are also increases every year as it depends on various factors like no. Of candidates appeared, difficulty level of the question paper etc.
However, as per the analysis of previous year cutoffs in karnataka,  the expected NEET cut off 2019 for SC candidate 40th percentile. That means , a SC candidate should score in between 353 -469 marks out of 720 to grab a government seat in karnataka.

Dear Kumar, in 2018, 261 in SC category got a Medical seat in Karwar Institute of Medical Sciences under State Quota. Infact, 14 Government Medical colleges in Karnataka jad a cut off less than 350. Neverthless, cut off changes every year. It depends on various factors like no. of seats available, no. of candidates appearing for the rxam, difficulty of the exam the top NEET score.
