Can I get a seat in govt medical college through state quota in neet with 540 marks in 2019?

It depends upon the state you are residing or possessing the domicile. If it is Delhi, forget about it, however, if it is Himachal, Punjab, N.E. states, the chances are fare good.  For further clarity you can use college predictor tool of careers 360.

540 marks is not a bad score, you might get admission with the help of state Quota in few states where cut off doesn't go too high.
But different states have different cut offs so you need to mention your state to know much a clear overview.
But try to keep yourself in a safe zone and try to score a score between  570-580, and this you can do by hard work and dedication.
