Yes, you can get it. MHTCET is given by students of all India. There is reservation of around 85% seats for state native while other 15% seats are filled by All India candidate to get CoEP through MHTCET you need to score above 180 (for Cse).

I am sorry to say that there is no chance for you to get into COEP through MHT-CET because as you are saying that you are outside from Maharashtra So, in this case, you don't have the domicile either so, you will not get admission into this college.
