You will get Lateral Entry only if you have done diploma. If you apply after your intermediate then you will get admission in 1st year only. If you apply for non-residential states then you will go under open category+ your reservation category.

if you will apply for colleges located in your residential state then only you can use the home state quota else not.

Check for eligibility and if you satisfy then only apply for it. if you give any wrong information then you will get rejected at any level of the process.
