I am sorry to say but with your rank of 30k in OBC, your chances of securing a seat through JoSAA counselling is very less. For Other State quotas, the closing rank of OBC is hardly over 20k and this is mostly even lower than that. You might stand a chance in your home state NIT in a decent branch if you belong to NorthEast, or some states like Punjab, Uttarakhand, Goa, etc. 

My verdict is you should try for colleges under different counselling and then also go for CSAB special rounds as for getting any NIT or IIIT, that is your absolutely last and best hope.
