The admissions in engineering  colleges differ according to the branch you want to pursue and ofcoure your rank. You need to specify  with the course you want to pursue in order to provide you with clear information. 

Also, as per the previous cut off for Bhagalpur College of Engineering, which was around 4000 for CSE. You can easily get CSE in this institute with the rank you got.
